•Kansas City, Mo.’s city manager situation was discussed. No action will be recommended, though committee members expressed satisfaction with the relationship with Wayne Cauthen. Other city topics included the performance of CIMO, and possible changes to the minority contractor ordinance in light of new studies (see LMC blog for link to the study, http://labormanagementkc.typepad.com).
•Comments on the possible opening of Missouri’s occupational titles were 225 against, 95 in favor. No decision by the Division of Labor Standards has yet been made but it is expected that the order will not be reopened at this time.
•A statewide meeting of construction industry labor and management leaders by Sen. Tim Green has held Dec. 6 and had good attendance. Issues discussed included further education of public bodies on prevailing wage, proposed immigration legislation, proposed misclassification legislation and infrastructure funding. A CD on prevailing wage was shown; copies are available from the LMC and the CD can be customized for the Kansas City region. Further discussion will take place on possible customization and distribution in the KC area as well as on a possible Missouri misclassification study. The LMC will distribute minutes and attendance list from the meeting soon. (Summaires of the bills attached; Sen. Green invites comments)
•A recent meeting held by MODOT discussed future funding shortfalls for infrastructure if no action is taken. Several legislative proposals have been floated but are unlikely to be be acted on in 2008. The presentation will be available on the LMCs blog.
•The Building Trades are supportive of each of the three Wyandotte County gaming proposals being considered by the Unified Government.
•IBEW/NECA Power Partners had a successful announcement of the results of their town hall meetings presented by Mark Breslin. About 900 attended. Joint committees continue working on the key issues identified by the meetings, including image, mentoring, planning/logistics and attitude/accountability. (see the LMC blog for a summary of the event) IBEW members indicate enthusiasm for implementation of the recommendations. The Power Partners roundtable process may expand.
•A meeting of business managers from all crafts, including those not affiliated with the Building Trades, was held and further meetings are expected.
•NICE presented on the proposed Kansas City, Mo., School District Engineering and Construction Academy. The first phase would remodel an existing building for the iBuild lab and instruction for entering students in the fall. $6 million is needed to complete this phase; the district is covering planning, instructional and operational costs for the school. Phase II would involve expansion of the school to accommodate more students and other changes to the campus at Manual High School, with a total cost of $30 million over several years. The construction industry needs involvement with the school; committees are being formed to assist with curriculum development, student recruitment and fund raising. NICE is presenting to the GKC Chamber Board in January, and the school board will give final approval to the planning funding in January as well.
•The iBuild event will be May 6, 2008 at Bartle Hall. Solicitations for sponsorship, booth and volunteer opportunities are going out soon. The committee for the event is already meeting.
•NICE is also working with SKILLS USA on using the NICE-developed curriculum nationwide. Students winning the Crayons to CAD competition would go to the SKILLSUSA national competition. SKILLSUSA is now looking at whether to continue holding its national conference in Kansas City after the current contract expires. The Building Trades will have a large exhibit at the 2008 conference ideas and resources are being sought. Dave Kendrick is the contact.
•The LMC Public Officials Reception was successful. Lists of sponsors and attendees are available on the LMC blog.
•The next meeting will be 8 a.m., Thursday, Jan. 10 at Mark One.
•Adjourned.
