•Iintroductions and thanks to Rosie Biondo and Mark One for hosting.
•New participants include Dennis O’Grady, Walton Construction Co.
•Continuation of the discussion on increasing the share in the market for smaller projects led to revised emphasis for the next Summit: interaction with the financial community and more education of the rank and file. The potential of alternative energy such as solar was also raised.
The Summit Planning team will bring recommendations or a progress report to the next meeting
•Colleen White gave an update on Excessive Unemployment law, now in effect. One change is that all public projects in the state, not just those whose contracts were signed after the law kicked in, are covered. Jackson County and the Sports Complex have a draft enforcement policy. The OSHA 10 requirement will also be implemented in August. Aggressive prevailing wage enforcement is particularly important now, and contractors and workers are urged to report potential violations. KCMO in particular needs scrutiny.
•The OSHA trainer class offered through the Building Trades needs a few more enrollees. This course is particularly important with the upcoming Missouri requirement.
•Kansas HB 2014 on energy, including the Holcomb plant, appears to still lack the votes to overturn a veto with Wyandotte County legislators a key factor.
•The federal government has changed prevailing wage forms, no longer requiring worker addresses, but Missouri still requires worker addresses. A new I-9 form was introduced April 3 as well.
•With the proposed $700 million in construction bonds being proposed for the University of Missouri system, a close watch of the actions of KBR as the university system’s construction manager is warranted. A statewide vote on the bonds would take place in 2010 if the legislation, HJR 32, is approved.
