Construction Industry Steering Team Summary of Minutes

•Introductions and thanks to Rosie Biondo and Mark One for hosting.
•The Minority Coalition has shared the results of its Sunshine law request regarding the Job Order Contracting system at city of Kansas City, Mo., involving KBR. Only a few contractors have been used; the activity level is limited. KBR indicated it would open its consideration to all qualified contractors. MBE/WBE goals have not been met. Further discussions will take place. The Contract Compliance Task Force continues working on the many issues with prevailing wage enforcement on city projects.
•The campaign on the KCMO E-tax election April 5 is heating up. Those interested in signs and literature can indicate so on a sign-up sheet. A strong winning margin is desired to push passage of an extended sunset period in the legislature, as HB 26 would do.
•SB 1 could come up for consideration in the Missouri Senate soon. A rally to oppose it and other bills such as repeal of child labor laws and gutting of prevailing wage will be held at 12:30 p.m. Saturday, March 12 at IBEW Local 124, 301 E 103rd . All are invited. The recent Missouri Supreme Court decision to include maintenance projects under prevailing wage has led to possible redrafting of HB 320, which would gut prevailing wage, before that bill is voted out of committee. Also HR 38 has been filed to urge KCMO to change zoning so the ABC can open a training center near the Truman Sports Complex.
•Funds to move forward on federal construction of a downtown KCMO office building are not included in the budget submitted by the Administration. However this could be a positive as the need is coming sooner than the federal construction process can meet, so the plan may move back to the original lease-back approach which would lead to quicker construction.
•An extensive discussion of the need for labor-management cooperation in enhancing market share will be continued. The positive story of organized construction needs to be more aggressively told as well as continued changes in practices by both labor and management to be more attractive to construction customers.
•NICE’s iBuild Showcase will be April 28, Bartle Hall. The Crayons to CAD program has grown with 10 new schools and more than 800 students; both middle and high school iBuild participation will be greater than last year. Volunteers and sponsors are needed.
