Construction Industry Steering Team Summary of Minutes

•Introductions and thanks to Rosie Biondo and Mark One for hosting.
•The May committee meeting only will be held on the 2nd Friday, May 11, at 8 a.m., Mark One Electric Co., Inc. and will include Esther George, new president of the Federal Reserve Bank of Kansas City. Committee members are asked to bring economic forecasts from their organizations’ perspective to the meeting to present to George.
•Prevailing wage has become a major issue in the Missouri legislature. HCS HB 1198 came to the House floor but was laid over; Senate debate on SB 439 also did not lead to a vote yet. Vigilance will be needed for the remainder of the session.
•Colleen White has been invited to give testimony to U.S. Senate leaders March 22 regarding allowable funds for Davis-Bacon compliance and MBE/WBE on federal contracts. She invites committee members to let her know of other federal contracting issue.
•Rosana Privitera-Biondo testified before the U.S. House Small Business Committee on issues affecting women and small contractors and federal jobs, representing Women Construction Owners & Executives.
•Committee members are urged to contact the area congressional delegation to garner strong support for moving the Federal Aviation Administration training facility to Kansas City (Lyric Opera building). The move would have significant economic impact but is being opposed by
members of the Florida congressional delegation. The LMC will distribute more information.
•The Prevailing Wage Subcommittee has submitted draft KCMO ordinance language to attorneys for approval. The language will be brought to the committee for discussion after the review. Various approaches to enhancing prevailing wage enforcement in KCMO were discussed, and a unified position will be sought to present to the city.
•Member organizations are urged to identify their workers and contractors who can apply for Section 3 qualification for the upcoming KCMO East Patrol Station/Crime Lab as soon as possible. A meeting with representatives of the committee and the city was productive. The $60 million project will likely seek a construction manager next month with work beginning in the fall.
•The Kansas City Construction Partners is being revived, now working on the Black & Veatch renovation. A proposed organizational structure will be brought to the next committee meeting.
•Discussion of the need for a downtown convention hotel came from a discussion of the SkillsUSA conference that is leaving KC in 2015.
•All are invited to an event with Gov. Nixon Friday, March 9, 1:30 p.m. at the Building Trades.
