The 14th Annual Craig Whitaker Labor-Management Council/CIGNA Golf Tournament will be held Monday, July 23, 2012 at Oakwood Country Club, 7 a.m. registration.  For details and registration form contact [email protected].  Other sponsors, foursomes, prize and giveaway donations and volunteers are sought.

The 27th Mid-America Labor/Management Conference will be held July 15-18 at the Lodge of the Four Seasons.  University of Missouri Head Football Coach Gary Pinkel will be the keynote speaker.  Check the conference website, www.malmc.org, for details and registration.

LMC Board of Directors Summary of Minutes

April 19, 2012, 8 a.m. • Builders’ Association

Attending:  Terry Akins, Sam Alpert, James Daley, Jim Delaney, Allen Dillingham, Don Greenwell, Scott Hoisington, Dave Kendrick, Mike Kotubey, Bob Jacobi. 

•Thanks to Don Greenwell and the Builders’ Association for hosting.

•M/S/C to approve the Financial Report and Proposed Budget subject to audit.

•The Issues Committee will meet soon to look at local issues and plans to educate legislative candidates particularly in open seats.  The Construction Committee meeting of May 11 featuring KC Federal Reserve Bank President Esther George is also an opportunity to share perspectives on the state of development financing and the overall economy.

•The Awards Dinner was successful with the highest attendance and revenue.  The Mid-Level Leadership Program will soon set 2012-13 dates and work will continue on the advanced Mid-Level.  Rockhurst will continue for now with its Interim Dean for the Helzberg School of Management.

•The LMC Golf Tournament will be July 23 at Oakwood Country Club; a title co-sponsorship is likely.  Work continues on the Advanced Mid-Level Leadership Program for implementation this year.  Board members are also asked to consider venues for the next Public Officials Reception for discussion at the July meeting.

•Upcoming events of interest include the Workers’ Memorial Day observance at the Builders’ Training Center, 10 a.m., April 27; a breakfast for Missouri legislators in Jefferson City sponsored by the Building Trades May 10; the Builders’ Scholarship Golf Tournament May 14 at Milburn Country Club; and the Mid-America Labor/Management Conference July 15-18 at the Lodge of the Four Seasons.

•M/S/C to table the proposal forwarded by the Construction Committee regarding Prevailing Wage Records Request Program.

•Mike Kotubey indicated he is willing to be elected to the Management Vice Co-Chair position; Duke Dujakovich has indicated he is willing to serve in one of the labor leadership positions; James Daley is willing to remain a Consultant after his retirement from Rockhurst. 

•The next meeting will be at 8 a.m. in July; the regular meeting day conflicts with the Mid-America Labor-Management Conference so alternate date(s) will be circulated to determine members’ availability.

Construction Committee Discusses Legislation, Upcoming Events

•Introductions and thanks to Rosie Biondo and Mark One for hosting.

•The May committee meeting only will be held on the 2nd Friday,  May 11, at 8 a.m., Mark One Electric Co., Inc. and will include Esther George, new president of the Federal Reserve Bank of Kansas City.  Committee members are asked to bring economic forecasts from their organizations’ perspective to the meeting to present to George.

•Prevailing wage bills continue consideration in the Missouri legislature.  While no floor votes have been taken yet, bill remain on the calendars and to be heard by committees.  The Senate is also considering restoration of the House’s cut in prevailing wage enforcement.  Vigilance will be needed for the remainder of the session.  In Kansas HB 2515, preventing PLAs,  is under consideration by the Senate.  Legislative congestion and a recent court ruling may kill this bill.

With considerable change in the Missouri legislature next year, extensive education is needed.  Educating school board members and local governments with the prevailing wage study is suggested.  IBEW Local 124 has members running in Missouri: Charlie Burton, State Senate Dist. 31, and Joe Runyans, State Rep. Dist. 37.

The Building Trades rally March 27 was attended by more than 3,000 who were complimented for their demeanor in approaching legislators.

 •M/S/C to refer the proposal for the Prevailing Wage Project Review to the LMC board for consideration.

•Colleen White provided testimony to U.S. Senate leaders March 22 regarding allowable funds for Davis-Bacon compliance and MBE/WBE on federal contracts.  

•Revisions to KCMO’s prevailing wage ordinance are slated to go to the City Council soon.  Also meetings are under way regarding updating the city’s building codes, likely to follow the process used recently by Overland Park.  Committee members are urged to participate.

•The Prevailing Wage Subcommittee has submitted draft KCMO ordinance language to attorneys for approval.  The language will be brought to the committee for discussion after the review.  Various approaches to enhancing prevailing wage enforcement in KCMO were discussed, and a unified position will be sought to present to the city.

•Member organizations are urged to continue identifying their workers and contractors who can apply for Section 3 qualification for the upcoming KCMO East Patrol Station/Crime Lab. 

•The Carpenters District Council is moving forward with its campaign against practices of Crossland Construction.  Union subcontractors are not being asked to avoid bidding with Crossland however.

LMC Honors KCMO Health Trust, Daley

LMC Honors KCMO Health Trust, Daley

 Kansas City, Mo. - The Labor-Management Council of Greater Kansas City (LMC) presented its Leadership in Labor-Management Cooperation award to the City of Kansas City, Mo., Health Insurance Trust at its 13th annual Awards and 33rd Anniversary Celebration April 12 at Argosy Casino.  The LMC also honored James Daley, past dean of the Rockhurst University Helzberg School of Management, with its Service to the LMC Award.

 More than 250 participants also received an overview of the world economy and key trends from James Moffett, Lead Portfolio Manager and Chief International Strategist for Scout Investments, Inc.  Moffett noted that the economy is gradually improving and the U.S. is outperforming much of the world.  He also called for a pro-growth, rather than austerity, economic policies and for an equalization of taxation on employment versus investment income.

 Missouri Attorney General Chris Koster told the group of leaders in business, labor and government that the state needed to maintain its prevailing wage law and that he would aggressively enforce it.  He particularly urged that the people of Joplin benefit from the jobs and wages that will be generated by its rebuilding.  Koster added that Kansas City benefits from its labor-management relationships.

 The Health Trust was established to lower the city’s health care costs while maintaining and improving benefits.  The trust, governed by representatives from the city’s management and unions, has already saved the city millions of dollars and gotten employees more involved in their health care.  New benefits include free on-site health care managed by Blue Cross Blue Shield of Kansas City. City Councilman John Sharp and initial trust co-chair Louie Wright, Fire Fighters Local 42, were recognized for their leadership roles in its creation and implementation.

 Daley was honored for his outstanding support for the mission and organization of the LMC.  He has advised the board of directors, taught in the Mid-Level Leadership Program and served as an active member of the Issues Committee as well as enhancing the partnership between the Rockhurst University Helzberg School of Management and the LMC.  Daley recently retired as dean.

 The LMC also recognized outgoing Management Co-Chair Mike Sanders, Jackson County Executive, and retired Executive Committee member and past Labor Co-Chair Louie Wright, Fire Fighters Local 42 past president, after electing Scott Hoisington, Deputy Director of Operations for Turner Construction Co., as the new Management Co-Chair.

 Other officers elected or re-elected included Secretary Dave Kendrick, Greater Kansas City Building and Construction Trades Council business manager; Treasurer Don Greenwell, Builders’ Association president and  Executive Committee member Mike Kotubey, MMC Contractors president.  Board members elected or reelected were Sam Alpert, Construction Users Council executive director; Tim Bell, Western Missouri and Kansas Laborers District Council business manager, Rosana Privitera-Biondo, Mark One Electric Co., Inc. president; Allen Dillingham, Builders’ Association director of government relations; and Ron Johnson, Teamsters Local 541 financial secretary.

 The event’s co-sponsors included Founding Sponsor IBEW Local 124; Anniversary Sponsors Builders’ Association and Power Partners; Award Sponsors Blue Cross Blue Shield of Kansas City, Brotherhood Bank, CIGNA, J.E.
