Construction Industry Steering Team Summary of Minutes

•Introductions and thanks to Rosie Biondo and Mark One for hosting.
•The May committee meeting only will be held on the 2nd Friday, May 11, at 8 a.m., Mark One Electric Co., Inc. and will include Esther George, new president of the Federal Reserve Bank of Kansas City. Committee members are asked to bring economic forecasts from their organizations’ perspective to the meeting to present to George.
•Prevailing wage bills continue consideration in the Missouri legislature. While no floor votes have been taken yet, bill remain on the calendars and to be heard by committees. The Senate is also considering restoration of the House’s cut in prevailing wage enforcement. Vigilance will be needed for the remainder of the session. In Kansas HB 2515, preventing PLAs, is under consideration by the Senate. Legislative congestion and a recent court ruling may kill this bill.
With considerable change in the Missouri legislature next year, extensive education is needed. Educating school board members and local governments with the prevailing wage study is suggested. IBEW Local 124 has members running in Missouri: Charlie Burton, State Senate Dist. 31, and Joe Runyans, State Rep. Dist. 37.
The Building Trades rally March 27 was attended by more than 3,000 who were complimented for their demeanor in approaching legislators.
•M/S/C to refer the proposal for the Prevailing Wage Project Review to the LMC board for consideration.
•Colleen White provided testimony to U.S. Senate leaders March 22 regarding allowable funds for Davis-Bacon compliance and MBE/WBE on federal contracts.
•Revisions to KCMO’s prevailing wage ordinance are slated to go to the City Council soon. Also meetings are under way regarding updating the city’s building codes, likely to follow the process used recently by Overland Park. Committee members are urged to participate.
•The Prevailing Wage Subcommittee has submitted draft KCMO ordinance language to attorneys for approval. The language will be brought to the committee for discussion after the review. Various approaches to enhancing prevailing wage enforcement in KCMO were discussed, and a unified position will be sought to present to the city.
•Member organizations are urged to continue identifying their workers and contractors who can apply for Section 3 qualification for the upcoming KCMO East Patrol Station/Crime Lab.
•The Carpenters District Council is moving forward with its campaign against practices of Crossland Construction. Union subcontractors are not being asked to avoid bidding with Crossland however.
