Construction Industry Steering Team Summary of Minutes

•Introductions and thanks to Rosie Biondo and Mark One for hosting.
•A draft KCMO debarrment ordinance was presented, with three changes. All affected organizations have agreed to the draft. A draft agreement on a contract compliance ordinance is being considered by several organizations.
•Committee members are urged to look closely at KCMO projects subject to Section 3 especially that awarded contractors are doing work, that workers are Section 3 certified and that workers are not being improperly 1099’d. Such issues are present on a current project. Demolition has begun on the Crime Lab/South Patrol station; demolition is not part of J.E. Dunn Construction’s management of the project but is being directed by the city. Meetings are being set with J.E. Dunn, contractor and union groups for the next phases.
•The Unified Government is proceeding with implementation of its prevailing wage reporting software. It will be used on all UG projects and projects with UG incentives. The Village West apartment project is coming up; only the roads portion is subject to prevailing wage. Please contact Jason Banks with questions and feedback.
•The Missouri legislature opened yesterday, with statewide office holders sworn in next Monday. Key issues include prevailing wage, economic development and Medicaid expansion. Efforts are underway to educate legislators, school officials and others on prevailing wage. The Missouri Growth Association meets Feb. 7 to discuss its efforts to educate on economic development incentives.
•Congratulations to Theresa Garza Ruiz for selection as Vice-Chair of the Jackson County Legislature. She is the first Hispanic to hold that position.
•Kansas City Construction Partners is being implemented on the Jackson County Independence courthouse project and looking at a potential childcare center project on Hospital Hill.
•NICE is expanding its high school efforts with a CAD design contest and partnering with ACE mentors, and continuing the middle school Crayons-to-CAD with the iBuild Showcase April 30. Requests for booths, sponsorships, judges and volunteers will be coming soon. The importance of developing the future workforce and NICE’s unique status nationwide was emphasized as key to economic development.
