Construction Industry Steering Team Summary of Minutes

•Introductions and thanks to Rosie Biondo and Mark One for hosting.
•Presentation from Matt Dameron and Gayle Holliday, chairpersons for the Kansas City, Mo., Charter Review Commission. The commission is researching and gathering public input on eight issues: City Council composition (at-large versus in-district) and term limits, mayoral powers, enumeration of city departments and functions, election dates, council members service on other governmental bodies, contingent appropriations and classifications of city employees. The commission welcomes testimony and written input; future hearings are on Aug. 12, 19 and 26 (details in Upcoming Events). No specific timeline is in place; the 13-member commission hopes to begin deliberations in September so the City Council has time to consider any recommendations by January, the deadline to put any recommended changes on the April 2014 ballot.
•Protect Missouri Families has been formed to oppose “right-to-work” in Missouri. The group, led by the Carpenters District Council, welcomes support and input from unions, businesses and the community. Its focus is to educate the public about the economic and community impact of the issue. More details will be presented at a future Committee meeting.
•The Missouri legislative veto session will be Sept. 11. Gov. Nixon vetoed 29 bills, the most contentious of which is HB 253 which cuts state taxes primarily on business and higher income taxpayers. Concerns were raised regarding the impact on education funding if the tax cut veto were to be overturned. The LMC has no position on the bill but committee members with a position were urged to contact their representatives.
•The Bannister Mall area will be redeveloped by Cerner for offices and some retail. The state has approved tax credits and the KCMO TIF Commission first considers the proposal next week, with final consideration in September. If approved, site work will begin soon and construction next year for the 11-year, 14-phase project which estimates $2.4 billion in construction work.
•Concerns were raised over the process for the KCMO Streetcar construction project. The contract has been awarded to a team from San Francisco and St. Joseph over two teams with full or partial KCMO contractors. Weighting in the process appears designed to favor the out-of-town team. The council Transportation and Infrastructure Committee will consider the ordinance to award the contract at its Thursday, Aug. 15, 8:45 a.m. meeting, 10th floor, City Hall.
