Construction Industry Steering Team Summary of Minutes

•Introductions and thanks to Rosie Biondo and Mark One for hosting.
•The first round of bids on the KCMO East Patrol/Crime Lab project have gone well, with goals being met. The next round of bids begins with a pre-bid conference today at 10 a.m. with bids due March 25. Meetings are set the Full Employment Council for further Section 3 recruitment. J.E. Dunn thanks the crafts for hard work and cooperation in addressing Section 3 requirements.
•Missouri HBs 1770 and 1772, “right-to-work” bills, have been assigned to the House Rules Committee. A floor vote at this point would be very close. HJR 68, the transportation sales tax, and HB 1594, volunteer labor on public works projects, could hit the House floor at any point. HB 1501, including good incentives but tax credit caps, passed the House. Economic development bills will likely need tax credit caps to clear the Senate. Concern was expressed on HB 1642 and 1343 regarding employee classification and workers compensation, respectively. HB 1945 would allow the state to do design build projects and will be considered for endorsement by the LMC.
•Missouri is conducting a disparity study and will hold focus groups for contractors and others April 1 and 3. Contractors and crafts are urged to attend.
•The Missouri Department of Labor website has taken down a list of prevailing wage violators. The department has been persuaded to repost it with appropriate changes and disclaimers.
•Jackson County held hearings on a possible MBE/WBE program, and is considering joining a disparity study with KCMO.
•The US DOL is planning increased funding for apprenticeship opportunities particularly pre-apprenticeship. The committee has great concerns for workforce development. OSHA 10-hour training is important for such programs; an IBEW Local 124 member provides on-line training. •The NICE iBuild Showcase is April 17. Volunteer and sponsor slots are available. More than 1300 students are expected.
•Sugar Creek, Mo., is expected to host the next project under the KCCP, particularly the site preparation for a new grocery and shopping center. Other initiatives are underway.
•Alise Martiny, Joe Mabin and Mary McNamara are among the stars of a video shown at the national Building Trades Legislative Conference earlier this week.
