Construction Industry Steering Team Summary of Minutes

•Thanks to Rosana Privitera Biondo and Mark One Electric Co., Inc. for hosting.
•Additional scopes of work are becoming available at the Commerce Tower project, which is particularly seeking MBEs to meet its goals.
•The Cerner TIF plan has been approved. It includes a goal for KCMO residency but no penalty provisions if the goal is not reached. MBE/WBE and Workforce goal provisions apply.
•The East Patrol/Crime Lab project is about finished. JE Dunn and organized labor worked diligently to achieve Section 3 goals. Some workers recruited for that project are on the Linwood YMCA project being built by JE Dunn, and other workers have found continued opportunity in the trades as well. Many small Section 3-qualified contractors experienced their first large project with East Patrol.
•On KCMO projects last year, 14 percent were minorities, half of whom were KCMO residents.
•M/S/C to recommend that the Greater KC Chamber oppose Missouri SJR 39 as currently written, which would allow firms to discriminate against customers on religious grounds. A negative economic impact is feared based on the experience in Indiana, which later modified its law. Similar legislation died in Kansas last year. SJR 39 now goes to the House. If passed, the bill would go to voters as a constitutional amendment. Several business groups have been opposing the bill. The LMC board will be polled on the possibility of taking a position on the bill as well. The bill was filibustered for 39 hours before debate was forced to end, which likely will make passing legislation more difficult this year.
•Kansas SB 463 would transfer another $500 million from the highway fund to general revenue. LMC members are urged to express opposition to further erosion of the highway fund.
•Volunteers are needed for iBuild April 14 at Bartle Hall. Sign-up forms will be distributed soon. There is space left for booths as well. Interactive experiences for the middle and high school students are sought at the booths. Set-up is April 13.
