•Presentation by Edgemoor Development on the KCI terminal project. Bill Clarkson, Clarkson Construction Co., and Gregory Colevas, Clark Construction, presented. They explained the origins of their relationship; the experience, capabilities and structure of Edgemoor and Clark; the team’s expected operating plan; the design process that would involve the city and community; the bid qualification process, including a web site for the KCI project now being built; programs to help smaller contractors, especially MBE and WBE, successfully complete the work they win bids for on the project; their criteria that subcontractors provide actual labor on the project, and not be pass-throughs; the openness to contractors who had participated on other bidding teams; their desire to be inclusive and to expand the available workforce; their willingness to sign a labor harmony agreement, with strong goals for contractor and workforce diversity; their plan to be highly visible in the community for the election and design processes; their experience on the KU project nearing completion three months early in Lawrence. The City Council must still approve the selection committee’s recommendation of Edgemoor. That debate will take place next week or the next given the council’s schedule. It was noted that the Building Trades Business Managers have endorsed the Edgemoor bid. A unified KCMO and construction community will be necessary for a successful public election Nov. 7.
•The NICE Awards Luncheon Oct. 17 will feature a presentation on the KCI project as well as other key projects in the area. Sponsorships and tables are available. NICE is also expanding participating schools, particularly in KCMO, and programs. Parental involvement is also crucial in getting serious consideration of construction careers by young people.
•The Missouri Senate Interim Committee on Labor Reform held a hearing on prevailing wage. A compromise may be necessary to maintain prevailing wage in Missouri during the 2018 legislative session. The Missouri Housing Development Commission removed the prevailing wage requirement that had been in place since 2011 on its 2018 projects. On the federal level, attempts to repeal or substantially weaken Davis-Bacon have been unsuccessful though enforcement budgets may decline.
•The Women Build the Nation conference in Chicago Oct. 13-15 will have 36 representatives from the Kansas City area plus several business managers.
•The next committee meeting will include a discussion of the next Construction Summit, with health care and/or the impact of technology as topics. Committee members are asked to bring their thoughts with them to the meeting or let Bob Jacobi know them if they cannot attend.
