Construction Industry Steering Team Summary of Minutes

Attending: Sam Alpert, Willis Bowers, Greg Davey, Don Greenwell, Stephanie Haynes, Jerry Helmick, Kevin King, Dave Kirkpatrick, Greg Lever, Quinton Lucas, Bill Livingston, Bob Jacobi.
•Thanks to Rosana Privitera Biondo and Mark One Electric Co., Inc. for hosting at their new office, 1414 Genessee.
•Discussion with KCMO Councilman Quinton Lucas. He updated the status of the KCI process and expressed his desire that the next steps be completed in January so construction could begin in 2019. The GO bonds should also be implemented at a faster pace and focus on basics. He also discussed the economic incentives process, the petition drive to cap incentives at 50% and called for a compromise that would address many of the complaints about incentives to keep that proposal off the ballot while maintaining incentive programs for key projects and attracting investment to the city. The next mayor should appoint members to the economic development agencies who agree with establishing uniform rules for all, including the Port Authority. The early childhood proposal from the Mayor is not supported by city school districts and would capture the last 3/8ths cent sales tax authority the city has. Affordable housing is also a priority and he shared concerns about expanding city bureaucracy to address it; the focus should be to keep and attract working and middle class residents and protect those who have tried to maintain their homes and neighborhoods. The east side sales tax funds should also be targeted to affordable housing. These issues are pressuring the city’s general fund, though Lucas said he did not support taking funds from fire and police requests.
•The Missouri Dept. of Labor has posted emergency prevailing wage rules, effective Dec. 1, and will post them officially Jan. 2. Comments are urged where there are issues with the Department’s interpretations. The posting can be found at http://www.sos.mo.gov/adrules/Emergenciesforinternet/emergency.
•At this point the Embassy Suites project is prevailing wage though some discussion has taken place to eliminate the requirement for part of the project.
•A tour for freshmen legislators of training programs would be helpful. The LMC will work to set something up.
•A possible facade maintenance ordinance is being discussed within the industry. KCMO has not adopted the national maintenance code so needs to address this issue.
•NICE had a successful fundraising luncheon and is beginning this year’s Crayons to CAD middle school projects. Senior Days at apprenticeship programs continue; Carpenters is next Dec. 14.
•The Roofers will celebrate its 100th anniversary in 2019; a celebration is tentatively planned for Sept. 28.
