Construction Industry Steering Team Summary of Minutes

Attending: Sam Alpert, Willis Bowers, Greg Davey, Jerry Helmick, Kevin King, Dave Kirkpatrick, Bill Livingston, Quinton Lucas, Alise Martiny, Phil Scaglia, Jeff Stiffler, Bob Jacobi.
•Thanks to Rosana Privitera Biondo and Mark One Electric Co., Inc. for hosting.
•Presentation from and discussion with Kansas City, Mo. Councilman and Mayoral Candidate Quinton Lucas. Just a few major issues will be addressed during the rest of the current council term ending in August, including infrastructure for bringing trash service completely in-house. Further discussions will be held on jail space, with hopefully renewed cooperation with Jackson County rather than two separate operations. The debate over the 50% cap ballot issue hopefully will spur serious discussion on development processes better for the city with more prevailing wage, minority participation and local workforce; passage of the issue would devastate development within the city. The next mayor will need to communicate more effectively with the council, and spur the city manager to also be more responsive. Task forces and committees need to be more diverse, not so many lawyers as in recent years. Voters will decide the MLK/Paseo street name issue. The city should keep its promise to current pensioners and provide a quality retirement plan for current and future employees.
•Presentation from Phil Scaglia, former LMC executive director, representing opponents to Kansas City Question 1 on the June 18 ballot, which would cap economic incentives at 50% of new tax revenues. Such a cap would devastate the city’s economic development including low income housing, East side and other needed development. Abuses clearly need to be addressed in the incentive programs but a hard 50% cap would effectively kill the programs rather than improve them. The campaign against the cap is just launching and needs to raise funds to be effective in its plan to target those most likely to vote who are persuadable on the issue. Turnout is a big concern as its an unusual election date and most voters won’t focus until late in the process.
•M/S/C to recommend that the LMC Board oppose Kansas City Question 1 on the June 18 ballot.
•The Missouri legislature is trying to complete the state budget. The Senate bill has $79,000 for prevailing wage enforcement, but that may be in danger as the House rejected the initial conference committee report.
•There may be a resolution to the MODOLIR’s interpretation of the bidding threshold in the new prevailing wage law. Sen. Walsh filed objections and was joined by President Pro Team Schatz in explaining the legislature’s intent.
•Kansas restored some transportation money but did not act on reviving local prevailing wage options.
