Construction Industry Steering Team Summary of Minutes

•Presentation from and discussion with Jim Farrell, Historic Revitalization for Missouri. He explained the economic benefits, especially to construction, of the Missouri Historic Tax Credit since 1998. Administrative changes under Gov. Greitens and now from a bill passed by the legislature are putting a chokehold on the program, slowing and deterring millions of dollars in projects around the state. It is imperative for supporters to educate legislators and Administration officials to bring the program back to maximum impact. A fact sheet is attached. Those interested in supporting historic tax credits can contact Jim at jefarrell07@gmail.com. Historic Revitalization for Missouri is seeking greater KC area involvement. The LMC has supported a robust HTC program.
•The KCI project is growing with more contracts being awarded. Monitoring will become more challenging as the number of contractors and workers grows significantly. The city has made clear that no 1099 workers will be on the project and that all work within the project will be prevailing wage. Other upcoming projects include bids coming on the Three Lite project. Federal Davis-Bacon enforcement and possible new wage surveys was discussed.
•No apparent movement on the discussion to change interpretation or legislation on Missouri’s prevailing wage law.
•The Western MO & Kansas Laborers District Council Golf Tournament Sept. 27 benefits Working Families Friend.
•The Roofers Local 20 centennial celebration is Sept. 28; the program ad book deadline is Friday.
•NICE’s annual Awards Luncheon Oct. 29 features a presentation from Facebook and Turner Construction on the workforce development programs attached to Facebook data center projects.
•LMC’s Mid-Level Leadership Program application deadline is Friday. The class is filling up.
