Construction Industry Steering Team Summary of Minutes

•Discussion with Greg Franzen, director of codes enforcement for Kansas City, Mo. The city, coordinating the timing with most other area cities, is looking at updating building codes to the 2018 International code and uniform plumbing code. There will be two meetings to get feedback, take questions and discuss. Areas of potential debate include the energy code with or without amendment. The industry is urged to be represented at the meetings (Jan. 15 and 29). An ordinance updating the codes is expected to go before the City Council in early March. A significant challenge to enforcement is workforce—finding qualified inspectors. Sam Alpert noted that on the national level, BOMA negotiated amendments that save $49 per square foot. He and others noted the city’s current process of open discussion ahead of the ordinance is greatly helpful to the industry. Greg said that addressing issues early in the process is the goal.
•The KCI workforce training program received an outpouring of applications and is interviewing for those who will enter the program. Some applicants didn’t need the program and could be steered to apprenticeship programs now. While there continue to be compliance challenges on the project, more local contractors are participating now. Visible progress is being made.
•The Missouri legislature opened its 100th session yesterday. Transportation funding, historic and low-income tax credits and workforce development will be among the key issues the LMC follows. A roofing licensing bill will also be watched.
•The Kansas legislature opens next week, and an announcement is expected today (see attached) that a Medicaid expansion compromise agreement has been reached. Along with the Missouri ballot issue there is now hope both states could accomplish Medicaid expansion by next year.
•The US DOL Davis-Bacon meeting is set for Jan. 13, 9 a.m. at Sheet Metal Workers Local 2.
•The LMC Anniversary Celebration will feature a keynote presentation from KC Rising.
