Construction Industry Steering Team Summary of Minutes

•Session #16 of the Construction Summit:
Work continues on making school board contacts and other means of educating public officials. The impact of the Aug. 2 primary elections was discussed, including the need to educate those elected especially new ones on the importance of prevailing wage and how it works. There was also discussion of the opportunities to build relationships at the Oct. 13 Public Officials Reception, co-hosted by BOMA-KC. Making sure there is interactions with all attending public officials is a key opportunity for the event at the Kauffman Center for the Performing Arts.
•Presentation by Chris Perkins and Peter Grams from Activate by Everside. Everside seeks to build primary care clinics for union members in the KC area; Columbia is also a likely site. Six sites are in St. Louis with two more planned, with 46 across the nation (380 total Everside clinics). The goals are to increase primary care utilization especially among younger members to improve health and to save the health and welfare funds money. The clinics are for participating union members only, and are built with union contractors.
•Federal passage of the Inflation Protection Act will include provisions requiring contractors to use prevailing wage and registered apprentices on many of the environmental and energy projects the act will help fund. A summary of the apprenticeship and prevailing wage requirements is attached.
•The KCMO Council is considering codes revisions, with some supporting adoption of the 2021 energy efficiency code without amendment. That would put KCMO out of step with neighboring and competing cities. A compromise is being proposed; construction industry leaders prefer the commissioning requirement to be removed. Committee members are urged to contact KCMO council members to express support for such a compromise rather than adoption without amendment. An Aug. 16 meeting is the next step in the process.
KCMO is also looking at a broader inspection requirement for pre-1950 buildings. Key concerns are the number of such buildings, the implementation cost and availability of qualified inspectors, none of which are known at this time. BOMA-KC presented at the BOMA national conference several years ago on facade inspection for older buildings. The ordinance will next be addressed in the Neighborhood Committee Sept. 14.
•The BOMA International Convention will bring 3,000 attendees to Kansas City beginning June 23, 2023. The LMC and construction industry looks forward to assisting in any way possible to create a positive experience for the attendees.
