•Session #17 of the Construction Summit:
Efforts continue and will accelerate after the results of the November elections.
•Presentation by Chris Gahagen, candidate for First District City Council of the City of Kansas City, Mo. Chris cited his endorsements by organized labor and the Realtors, long history of involvement south as well as north of the river and involvement with economic incentives during his work representing area school districts. He noted that he began as highly skeptical of incentives but has seen that done right can enhance growth. Without continuing investment in infrastructure and significant projects, the city will fail to grow and instead decline. All sections of the city, including the Northland, need city investment, he said. He wants to see trains downtown. He noted his work on the Clay County Constitution Commission as an example of his ability to work in a bi-partisan way to get things accomplished. He touted the possibility of a downtown baseball stadium and the development opportunities it could create. Major development is now being looked at for I-435 and 152. His opponent is a former intern at a group opposed to the city earnings tax.
•Groundbreaking ceremonies were held yesterday for a new Jackson County jail, which will be an outstanding project. The diversity of leadership at the ceremony was noted. A groundbreaking ceremony for the Northland soccer complex will be held Oct. 6. KCMO is also seeking a jail solution, and there have been many proposals. Discussion of potential opportunities with active developers and the need to build relationships as well as potential residential opportunities noted challenges with workforce availability.
•The KCMO Council continues to consider codes revisions, with some supporting adoption of the 2021 energy efficiency code without amendment and the industry supporting an amended 2018 code update similar to Overland Park. A stakeholder meeting did not result in movement towards a resolution, though there has been some movement towards continued discussion. The ordinance will next be considered Sept. 28.
A KCMO ordinance to broader inspection requirement to include pre-1950 buildings will be be addressed in the Neighborhood Committee Sept. 14. The key challenge is availability of qualified inspectors; the city is currently six months behind on completing inspections now required.
•The KCMO Council voted to put two bond issues on the November ballot—$50 million for the housing trust fund and $125 million for other projects, including Barney Allis Plaza redevelopment. The CIC will request a presentation on the issue at the Oct. 13 meeting.
