The Clay County Commission adopted a responsible contractor ordinance for construction projects it funds or provides incentives for. The ordinance requires contractors on projects above $75,000 to certify that they have not been barred from contracting with other governments, provide health care to workers, drug test workers, meet safety requirements and pay prevailing wage. The ordinance is similar to ones at Jackson County, Independence School District and others in the area. Many LMC member organizations supported the ordinance.
